You need to establish what the tightness the muscles in the neck to be tight. What controls muscle tightness is the nervous system. Now usually this occurs in response to trauma such as a injury to the joints, ligaments or other connective tissue. It could also be related to overuse or underuse. It may be posturally related i.e computer, smart phone which can alter the length and tension. It may be stress related, or related to poor breathing mechanics. Once you establish why the nervous system is protecting that area, the more specific you can address treatment.
