I wouldn't leave it in indefinitely as there is the theoretical increased risk of ectopic pregnancy if the hormone level drops enough to allow ovulation.
As David says, Implanon can be located on ultrasound (Implanon NXT on xray too) and can be removed under ultrasound guidance if it can't be felt, usually performed by a radiologist.
MSD, the drug company which make Implanon hold a list of expert Implanon removers and will be able to assist with finding a doctor to remove it. They can also arrange to have the etongestrol hormonal level in your blood measured if the device cannot be located on imaging http://www.msd-australia.com.au/pages/ContactUs.aspx.
You can also contact your state family planning organisation for assistance http://www.fpnsw.org.au/404926_20_85826259.html
