If your husband has a T1 lesion then this is considered an early colorectal cancer and with treatment he is highly likely to be cured. I agree with BCA above that due to the detailed nature of your questions it is difficult to answer in an online forum.
The treatment of early-stage colorectal cancers removed endoscopically depends on tumour characteristics after histopathologic review and your husband's ability to tolerate degrees of risk. Some T1 tumours are treated with polypectomy alone with surveillance and others are treated with surgery. Here are some links in the medical literature that may help:

I recommend a surgical opinion in all T1 tumours. The risk of lymph node spread in even the very earliest colorectal cancers is never zero and for some healthy patients they would rather have surgery to manage even a <2% risk. Each case will require a very personal decision weighing up risk and benefit. If you and your husband are uncomfortable with the first opinion, you might ask your local doctor to help you to seek a second opinion from another colorectal surgeon or gastroenterologist.
