With any proposed operation there are potential risks and benefits to consider. Bowel cancer is a serious condition and often surgery, when appropriate, gives the best chance of cure.
The presence of heart and lung disease increases the risk of developing complications. Assessing the degree is of risk involves a thorough assessment by a specialist physician, taking into account your mother's detailed medical history, test results and her current state of health, combined with the nature of the proposed surgery.
The decision to undertake surgery in this type of situation is one which should take into account the views of the surgeon, the anaesthetist, a physician (a "general" or "peri-operative" physician), and most importantly, your mother herself.
