    Children learn from experiencing the consequences of their choices and actions, I would suggest you allow him to spend his money on what it is that he desires as long as it isn't anything that will harm him or others and allow him to experience whatever consequences, feelings, rewards etc arise from that purchase. 
    Giving him money for his birthday equates to handing him the responsibility to make a choice for himself could also help him to gain independence.
    In the scheme of things, it is his birthday and he's an adolescent child who wants to purchase something that he has taken an interest in.

    Kristen I can tell you from a 14yr olds perspective that I have spent my money on things that I have regreted buying but its a learning experience that will help me and your son learn to be more careful abou the things we buy as adults. Now that doesnt exactly mean that i havent put my money to good use, just ask him that if this is something he realy wants.
