It is best to avoid driving to an eye appointment in the first place because of the potential need for pupil dilation and the effect this can have on your vision. Instead, plan to have a relative or friend bring you or take public transport if this is possible.
If driving is a must, then driving safely after pupil dilation will depend on response to dilating drops, lighting conditions, whether you've previously had cataract surgery and distance needed to travel. I generally advise my patients not to drive after pupil dilation but this needs to be assessed on an individual basis. The main difficulty encountered will be glare in bright conditions and difficulty seeing clearly for near (eg: reading the dash board).
