As a counselling psychologist one of the ways I diagnose stress is by using an inventory called the DASS. It measures accurately via a questionairre - depression, anxiety and stress. It is quite a good way of being able to monitor the success of treatment over time by re-administering the test each week or so. The BAI or Beck Anxiety Inventory is another way to measure anxiety/stress.

Stress in itself is not a diagnosis. We all experience stress. Unfortunately, it's unavoidable. Some stress is necessary and useful for us to perform at our best. The question is how we function in the face of stress. Stress (real or perceived) can be a precursor to depression, anxiety and physical health issues if we don’t have the life skills to manage it.
I agree with Robert, the DASS is a useful screening tool for looking at symptoms of depression, anxiety and stress, but needs to be used in conjunction with clinical assessment before any diagnosis can be made.

You may be feeling overwhelmed when the external pressures you feel seem greater than the internal resources which you can muster to meet the challenges. Stress is debilitating when it goes on for too long without you feeling support and it can then be complicated by other issues like depression and anxiety. It is good to talk to your GP or another health practitioner if you are feeling stressed and get some support. Take care.
